“Join us: the first global event on the new 2019 HCCH Judgments Convention - a high-end conference held in Hong Kong”

2 July 2019 (in The Hague, the Netherlands) marked the birth of the much-awaited international treaty on the global circulation of foreign judgments – the HCCH Convention on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters (2019 HCCH Judgments Convention). The adoption of the 2019 HCCH Judgments Convention not only adds an important piece to the puzzle of international dispute resolution mechanisms, but also ushers the legal community in a new era, in its effort to reduce costs and risks associated with cross-border dealings while at the same time improving legal certainty and predictability.

This high-end conference is the first step on the journey to promote the Convention worldwide. As the inaugural official event, this conference brings together a group of distinguished experts who were deeply involved in the development and negotiation of the Convention, along with a number of renowned judges and leading practitioners. It will provide a comprehensive overview of the 2019 HCCH Judgments Convention and explore the benefits and practical implications of the Convention to the global community at large. Most importantly, the conference will outline the way forward and provide the perspectives of the newly adopted Convention in the pursuit of enhanced access to justice for all, ruled-based international trade and investment, and increased mobility.

It is my great pleasure and privilege to welcome you to this inaugural global conference on the 2019 Convention on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters (“Judgments Convention”), jointly organized by the Department of Justice of the Hong Kong Special Administrative Region of the People’s Republic of China (“Hong Kong SAR”) and the Hague Conference on Private International Law (“HCCH”), with the support of the Asian Academy of International Law.

The successful conclusion of the Judgments Convention on 2 July 2019 marks the fruitful result of the incessant efforts of those dedicated to the HCCH’s Judgments Project which was first started in 1992. It represents, without exaggeration, an important breakthrough in global circulation of civil and commercial judgments.

As Asia’s World City, the Hong Kong SAR has been proactive in enhancing its status as a leading centre for international legal and dispute resolution services in the Asia-Pacific region. Having taken part in the Judgments Project as part of the Chinese delegation since 1998, we are honoured to hold this inaugural global conference in collaboration with HCCH to draw together leading experts from various parts of the world to discuss, exchange views and analyse topical issues relating to the Judgments Convention. Hopefully, the conference will help facilitate participation in the Judgments Convention by countries in the region and beyond.
